Public Comment Form

Submitted Comments to be Read in Court

If you are unable to attend Commissioners Court in person, you may use this form to submit public comments to be read during the Commissioners Court meeting. This is a fillable PDF document.

    • Please fill the form out completely.
    • Indicate if you are making general comments (unrelated to any of the agenda items) or a comment related to a specific agenda item.
    • If your comment concerns a specific agenda item, please enter the number of the item on your form.
    • Write your comment on a separate page and include your name on this page.
    • Save a copy of the form and written comment to your computer.
    • Email the form and the comment to publiccomments@co.hays.tx.us no later than 8 a.m. of the morning of the Commissioners Court meeting. Please send the email in advance of the deadline in case of delays. Any public comment forms received after the 8 a.m. deadline—regardless of the reason for the delay–will not be read. There will be no exceptions.
    • The County Clerk will read your name and comment aloud in court and will stop when the buzzer sounds at the three-minute mark.

NOTE: The County Clerk’s office is committed to giving people the maximum amount of time possible to submit their written comments. Everyone in our county should have the opportunity to be heard. However, the late deadline places a strain on staff who have many tasks to perform before court begins. Please recognize that occasional mistakes or oversights may occur.

    In-Person/Spoken Public Comment:

Please do not email us your public comment form if you plan to speak in person during a Commissioners Court meeting. You may print this form and bring it with you OR fill out a form in the courtroom when you arrive. Completed forms should be given to the County Clerk. Forms will not be accepted after 9 a.m. on the morning of the Court meeting.

On the form, be sure to INDICATE:

    • If you are making general comments (unrelated to any of the agenda items) or a comment related to a specific agenda item.
    • If your comment concerns a specific agenda item, please enter the number of the item on your form.

You will have three (3) minutes to make your comment.

Time will be allowed for general public comments at the beginning of the meeting.

Comments pertaining to specific items will be allowed when the item is opened.
