    6.     Who determines the taxable value of property?

    The Hays County Appraisal District assesses the taxable value of all property on an annual basis. The County Commissioners Court has no control over the taxable value of property, or the processes set forth by the Appraisal District, they only have control over the annual property tax rate that is levied.
