Introduction

The Hays County Pet Resource, Education, and Research Center project launched in April 2023 as a partnership between Hays County and Austin Pets Alive!. As a part of the center, the Hays County P.A.S.S. (Positive Alternatives to Shelter Surrender) program provides pet owners a centralized place to find information for help with their pet(s), and access to local services to keep pets with their families and out of the shelter system.
