    The CECC Executive Board serves as the governing body responsible for overseeing the management of CECC programs and the allocation of resources to guarantee the highest standards of emergency communication services for our community. Comprised of key representatives, the board includes Hays County Commissioners, City Managers, City Council members, an Emergency Services District (ESD) Commissioner, and the Vice President of Texas State University. 

     

    Key responsibilities of the CECC Executive Board include: 

     

    1. Oversight of Program Management: The board provides essential oversight to CECC programs, ensuring they align with the community's needs and adhere to best practices in emergency communication. 

     

    2. Budgetary Authority: Managing the budget is a critical aspect of the board's responsibilities. They allocate resources strategically to support the CECC's mission and enhance its capabilities to respond effectively to emergencies. 

     

    3. Appointment of CECC Director: The board is responsible for the hiring and appointment of the CECC Director. This pivotal role involves selecting a qualified leader who can guide the center in achieving its objectives and maintaining the highest standards of service. 

     

    4. Guidance on Capital Improvement Projects: To keep pace with technological advancements and community growth, the board provides valuable guidance on capital improvement projects. These initiatives aim to enhance the CECC's infrastructure and capabilities, ensuring a modern and resilient emergency communication system.

    Law Enforcement Board

    Key responsibilities of the Law Enforcement Board include: 


    1. Access Controls and CJIS Security Oversight: The board exercises meticulous oversight over access controls, specifically concerning any system information related to the Criminal Justice Information Services (CJIS) security. By doing so, they ensure the confidentiality and integrity of law enforcement data, adhering to the stringent security standards set by CJIS. 

     

    2. Operational Oversight of Network Security: Recognizing the importance of a secure and reliable network, the board provides operational oversight of network security. This includes implementing measures to prevent unauthorized access, protect against cyber threats, and maintain the integrity of law enforcement operations. 

     

    3. System Service Level Agreement (SLA) Development and Approval: The Law Enforcement Board collaborates with the Hays County Information Technology Department to develop and approve a System Service Level Agreement for the Records Management System (RMS) and Computer-Aided Dispatch (CAD) system. This SLA outlines the infrastructure hosting, maintenance, and support required to ensure the optimal performance of these critical systems. 

     

    4. Assistance in Management Control Agreements: The board actively participates in the execution and enforcement of management control agreements. This involves working closely with relevant stakeholders to ensure that established controls and protocols are followed, contributing to the overall effectiveness and reliability of law enforcement processes.

Staffing Levels and Duties Recommendations: Recognizing the importance of a well-structured and adequately staffed emergency communication center, the Advisory Board provides valuable recommendations related to staffing levels and duties. This strategic guidance contributes to the optimization of personnel resources to meet the demands of emergency response effectively. 

     

    3. Recommendations for System Upgrades or Replacements: In a rapidly evolving technological landscape, the Advisory Board plays a vital role in recommending upgrades or replacements of CECC systems. Through the development of Capital Improvement Plans, the board ensures that our systems remain at the forefront of innovation, facilitating seamless and efficient emergency communication. 

     

    4. Committee Organization for Effective Operations: The Advisory Board organizes special temporary or standing committees to address specific needs and challenges related to the facilitation of effective operations within the CECC program. These recommendations cover a spectrum of topics, including system enhancements, technological upgrades, and strategies for optimizing the use of the RMS/CAD system.
